Permits for real-estate projects in the Dominican Republic

General orientation on the construction licence and the Single Construction Window (VUC). Not legal advice.

Who issues the licence

The Ministry of Housing, Habitat and Buildings (MIVHED) receives, reviews and validates a project’s technical and legal documentation —legal, structural, architectural, sanitary, electrical and materials conditions— and issues the Construction Licence, the official authorisation to start works. The Single Construction Window (VUC)

The VUC presents itself as the channel for permits and licences that integrates the institutions involved in construction. The online process essentially follows three steps: complete the form, upload documents and pay. Official portal: https://www.vuc.gob.do/

MIVHED also describes complementary services, such as conditional authorisations for preliminary works, which require a licence application in progress.

What varies by project

Requirements change with the type and size of works, location and municipality, and other authorities may be involved (municipal land use, environment, tourism in tourist zones, among others). Always confirm the current list on the official portals and with a lawyer or permit specialist when title, easements or land use are in question.

Where the architect fits

Architectural work prepares the drawings and technical coordination the file needs. GARPER can coordinate the project’s technical documentation; legal representation and title work belong to legal professionals.
